Implementasi Perda Nomor 3 Tahun 2023 Terhadap Praktik Sosial Menyimpang di Penginapan Indragiri Hilir

This study aims to analyze the implementation of Regional Number 3 of 2023 in Indragiri Hilir Regency concering Public Order, Peace, and Community Protection, particulary in handling ocial disorders occurring in lodging places. Using a qualitative approach, data were collected through interviews, observations, and documentation. The study applies George C. Edward III’S implementation theory focusing on four main indicators: communication, resources, dispotition, and bureaucratic structure. The findings indicate that the policy implementation ha been fairly effective but faces challenges such a limited public understanding, resource constrains, and insufficient supervision. The study recommends enhancing socialization, strengthening implemebters’ capacities, and conducting periodic evaluation to improve the implementation process.
