Peran Sekretaris Desa Dalam Upaya Peningkatan Penyelenggaraan Pemerintahan Desa (Studi Desa Binamang Kecamatan XII Koto Kampar)

Abstract

Village governance plays a crucial role in national development, particularly in administration, financial management, and public service delivery. In this context, the Village Secretary holds a strategic position as the driving force behind transparent and accountable governance. However, in practice, the role of the Village Secretary is often not optimized due to limited human resources, inadequate understanding of regulations, and the lack of technology utilization in village administration. This study aims to analyze the role of the Village Secretary in village governance, identify existing challenges, and formulate strategies to enhance effectiveness. Using a qualitative method with a descriptive approach, this research was conducted in Binamang Village, XII Koto Kampar District. Data were collected through in-depth interviews, direct observations, and document analysis. The findings indicate that the Village Secretary plays a vital role in administrative governance, development planning, financial management, and public services. However, several challenges hinder the optimal performance of the Village Secretary, including limited human resource capacity, insufficient technical training, and weak coordination with the Village Head and other local officials. To address these challenges, strategic measures are needed, such as continuous capacity-building programs, digitalization of administrative systems, and strengthening coordination and financial transparency. By optimizing the role of the Village Secretary, village governance can become more effective, accountable, and responsive to community needs, ultimately contributing to sustainable rural development.
