Bappedalitbang has a critical role in regional development planning, and is closely aligned in addressing the digital skills gap. This research aims to analyze prospective HR development strategies in the era of the industrial revolution 4.0 at Bappedalitbang Riau Province. Respondents in this study amounted to 12 people who were used as key informants with purposive sampling method. This research analysis uses the prospective analysis method. The software used is Microsoft Excel which is modified with a prospective analysis calculation. After conducting a combined perspective analysis of theory and stakeholders, the results obtained 3 determining factors among 2 of the theoretical dimensions, namely managing technology integration in the workplace and building an agile and personalized learning culture and 1 stakeholder dimension, which is modern e-learning. This research is motivated by the small number of visitors who come to the Equator Bonjol Tourism Area, while this tourism has the potential and has become a leading tourism that will be a reference for the development of tourism in other tourist attractions in Pasaman Regency. In addition, Pasaman Regency in its RPJMD sets Pasaman Tourism Destinations as one of the priority programs. Therefore, researchers are interested in describing how tourism development in the Equator Bonjol Tourism area. The method used in this study is a qualitative descriptive method using interview, observation and documentation data collection techniques. Then to test the validity of the data obtained in the field, it is carried out using the source triangulation technique. As well as for the selection of informants, researchers use purposive sampling techniques. Based on research that has been conducted on tourism development in the Equator Bonjol Tourism Area, it can be concluded that broadly speaking these 4 core components already exist but have not been maximized because there are still some parts of these components that are not yet available. The available ones also cannot be developed optimally because the management carried out is not good enough. Several issues were identified in the implementation process, causing it to not run smoothly. This was due to various factors related to policy substance, the behavior of implementers, network interaction, target group participation, and resources in the implementation in Ciwangi Village, Balubur Limbangan Subdistrict, Garut Regency. The theory used in this research is the policy implementation theory proposed by Muchlis Hamdi (2014), which consists of policy substance, the behavior of implementers, network interaction, target group participation, and resources. This research utilized a qualitative research method with data collection techniques through observation, interviews, and documentation. The informant selection technique employed was purposive sampling, with a total of 8 informants. The findings indicate that the implementation of the Family Hope Program in Ciwangi Village, Balubur Limbangan District, Garut Regency, has not fulfilled several factors crucial for the success of policy implementation. This awareness becomes the basis for realizing the values of legal certainty, usefulness, justice and legal objectives for general prosperity. The Regulation of the Minister of Law and Human Rights of the Republic of Indonesia stipulates that public legal awareness includes understanding and compliance with legal norms. The Legal Awareness Subdistrict/Village Program (DSH), which began in the 1980s, aims to increase residents' legal awareness through outreach by the Ministry of Law and Human Rights. In an effort to increase legal awareness, the government formed Legally Aware Families (Kadarkum) and Legally Aware Villages/Subdistricts. The Legal Awareness Family Competition, as held in several regions in Indonesia, involves the community in increasing their understanding of the law through various competitions. This research describes the capacity of the Mekarsari Village Government in realizing a Legally Aware Village, involving aspects of strategic leadership, organizational structure, human resources, financial management, infrastructure and program management. Despite facing limitations, Mekarsari Village has succeeded in creating an environment that prioritizes legal understanding and has become an example for other villages in strengthening legal awareness at the local level.</em></p> M. This can be seen from the lack of maintenance and maintenance of existing facilities and the number of people who do not maintain the cleanliness of Tukad Bindu. The purpose of this study is to determine the participation of the community in maintaining and managing Tukad Bindu tourism objects and the impact on the community on the existence of this tourist attraction. The method used is a qualitative approach, using secondary data sources and data collection techniques for literature studies and documentation. The results obtained include: first, the community's efforts in managing Tukad Bindu are reflected in the establishment of the Tukad Bindu Foundation. This foundation was originally a community that was later formed legally. Until now the Tukad Bindu Foundation has collaborated with various Regional Apparatus Organizations Denpasar City, Universities in Bali and river communities throughout Indonesia. In addition to aiming to preserve the river, the construction of Tukad Bindu is also to provide education to the community related to Community Based Tourism, namely community-based tourism. These are viewed from the perspective of communication, resources, implementing attitude/disposition, and bureaucratic structure. In its implementation, several problems were still found, namely the lack of ability of policy implementers to carry out existing programs, lack of communication and ccordination between policy makers and policy implementers, and the absence of a clear and structured organizational structure. It can be concluded that the implementation of the Village-Owned Enterprises (BUMDes) Program Policy in Hulawa Village, Paguyaman Sub-district, Boalemo Regency, has not been implemented optimally following existing regulations. Regulation of the Minister of Home Affairs (Permendagri) Number 19 of 2018 concerning Improving the Quality of Population Administration Services in the Population and Civil Registration Office of the Regency / City quickly and precisely through integrated services and / or pick up the ball for the fulfillment of ownership of resident identity. Therefore, the Binjai City Population and Civil Accounting Service issued a program, namely the Ready for Birth Certificates and Child Identity Card (SI ADIK Program) in realizing the improvement of the quality of population administration services through integrated services. The method used in this study is a descriptive method with a qualitative approach. The data collection techniques are interviews, observations and documentation. The results showed that the implementation of the Ready for Birth Certificate and Child Identity Card Program (SI ADIK program) at the Binjai City Population and Civil Registration Service was still not optimal. This can be seen from the need to increase socialization to the target parties of the program, then increase existing resources both in terms of quantity and quality. Therefore, evaluating the effectiveness of disaster management efforts in Ciwangi Village is crucial for mitigating risks and protecting local communities. This research aims to explore the dynamics of disasters that occurred in Ciwangi Village and evaluate the level of effectiveness of mitigation policies, starting from the structural level to the village. This research uses qualitative methods by reviewing Regional Regulations (Perda) related to disaster management in Ciwangi Village, Garut Regency. The review was carried out using in-depth interviews, observations, and document analysis. The analysis was carried out by detailing the implementation of the Sendai Framework for Disaster Risk Reduction (SFDRR) principles at the local level. The results of the analysis are then linked to Chamber Theory to evaluate the effectiveness of policy coordination and implementation at the village level. The research results show that disaster mitigation efforts in Ciwangi Village are still weak in terms of understanding disaster risk, disaster risk management, investment in disaster risk reduction, and disaster preparedness.</em></p> Abraham Ritonga Copyright (c) 2024 PUBLIKA : Jurnal Ilmu Administrasi Publik 2024-04-30 2024-04-30 10 1 102 127 10.25299/jiap.2024.16404 Analisis Efisiensi Dan Efektivitas E-Government Dalam Administrasi Publik https://journal.uir.ac.id/index.php/JIAP/article/view/16516 <p><em>E-Government has become central to the transformation of public administration, offering various possibilities to improve the efficiency and effectiveness of government services. This analysis investigates how the implementation of e-government affects public administration from the perspective of operational efficiency and achievement of public service objectives. In addition, E-government is the vanguard of efforts to provide information and services to citizens, businesses, employees and government units, and other organizational sectors. This study adopts a qualitative approach where the sources collected come from journals, books. The results show that the efficiency and effectiveness of e-Government in public administration related to the application of information technology has a significant positive impact. E-Government is also able to increase efficiency in the delivery of public services by cutting bureaucracy and speeding up administrative processes. However, this innovation encounters several issues such as limited technological access by the public, policy non-inclusivity, and lack of effectiveness in socialization efforts. Therefore, this study aims to investigate the impact of innovation in the Access by KAI application on service quality. Additionally, it aims to determine the effective contribution of innovation dimensions in the Access by KAI application to service quality. This research utilizes an associative method with a quantitative approach. Data was collected through observation and questionnaire results, while data analysis employed robust M-estimation regression. The results indicate that the quality of public service innovation is very high, and the quality of m-service is high. Furthermore, public service innovation obtains significant variable coefficient values at a significant level (α=0.05). This is indicated by the p-value of the public service innovation variable being 0.000&lt;0.05, showing the influence of public service innovation on m-service quality in the Access by KAI application.
