Village Fund Policy Implementation and the Effectiveness of Financial Management in Matobe Village

Abstract

Village fund management is a strategic instrument to strengthen rural development, community empowerment, and village governance, especially in archipelagic regions that face limitations in infrastructure, human resources, administrative capacity, and public services. This study aims to analyze the influence of communication, resources, disposition, and bureaucratic structure on the effectiveness of village fund management in Matobe Village, Sikakap District, Mentawai Islands Regency. The research uses a descriptive quantitative approach, with data collected through questionnaires, observation, and documentation involving 84 respondents. Data were analyzed using descriptive statistics and multiple linear regression with SPSS. The results show that communication, resources, disposition, and bureaucratic structure simultaneously have a significant effect on village fund management effectiveness, indicated by an F-value of 12.026, higher than the F-table value of 2.4858, with a significance level of 0.000. The Adjusted R Square value of 0.347 shows that these variables explain 34.7% of effectiveness, while 65.3% is influenced by other factors. The findings highlight that effectiveness depends on clear communication, adequate resources, implementer commitment, and supportive bureaucratic structures. Therefore, strengthening implementation requires improving information quality, capacity, integrity, and bureaucratic systems.
