Strategi Perencanaan Pembangunan Desa Pengembangan Program Ketahanan Pangan di Desa Baru Kabupaten Kampar

Abstract

The purpose of this study was to analyze and explain the strategy of team cooperation in village development planning for food security program development in villages Baru  in Kampar Regency. The theory used in this study is the theory of Keith Davis and John W. Newstrom (Agus Dharma, 2002) about team cooperation implemented in the strategy of team cooperation in planning for food security program development in New Villages in Kampar Regency. The nature of this study is qualitative with descriptive analytical type. The number of informants was 12 people through purposive sampling technique. Data collection techniques were by interview and observation. The results of the study showed that the strategy of team cooperation in planning was not yet effective, because at the preparation stage there was no provision of accompanying experts, lack of data and information about the condition of village potential related to the community empowerment program for productive economic food security, it took time and preparation to draft priority activity plans that were prioritized, so that when the Musrenbangdes then rationalized or adjusted to budget capabilities, prioritizing productive programs, such as food security efforts. There was a delay in the deliberation from the February to June schedule. There was a tug-of-war of interests between the aspirations of the community and the village government. Additional time was needed for the discussion stage and to deepen the quality of the performance of the village development planning deliberation.
