Abstract

This study examines the inclusiveness of digital policy innovation adoption through the implementation of the SIPINTAR Peduli application (Integrated Service System for Assisting the Identity of the Homeless) in Pekanbaru City. Designed to facilitate access to civil registration services for marginalized groups—particularly the homeless—the application serves as a digital public service innovation aimed at enhancing social justice. Employing a qualitative approach with an exploratory case study design, this research integrates Rogers’ Diffusion of Innovations theory with the Digital Inclusion framework (Selwyn & Warschauer) to analyze the interaction between innovation attributes and users’ socio-digital conditions. The findings reveal that the success of adoption heavily relies on the presence of social facilitators who bridge digital literacy gaps and ensure equitable access to technology. The five innovation attributes—relative advantage, compatibility, complexity, trialability, and observability—interact dynamically with digital inclusion dimensions such as access to devices, social support, and meaningful participation. This study concludes that effective digital policy innovations must be holistically designed, balancing technical efficiency with inclusive social strategies. The research contributes theoretically to the development of an inclusive adoption model and provides practical policy implications for advancing socially equitable digital public services.
