Abstract

Abstract

This study aims to evaluate the quality of development planning in Pandeglang Regency by measuring the National Development Planning Index (Indeks Perencanaan Pembangunan Nasional or IPPN). A qualitative approach was employed using content analysis, assessing planning documents through scoring based on three dimensions: synergy, planning quality, and the alignment between development planning and performance planning. Data were collected from RPJMD, RKPD, and key performance indicators of the region. The results indicate that Pandeglang Regency's IPPN for 2024 achieved a score of 94.81, categorized as very good. The synergy dimension scored 26.81 out of 32, highlighting some deficiencies in aligning the goals and priorities between the RPJMD and RPJMN documents. The planning quality dimension achieved the maximum score of 58, reflecting the alignment of strategic issues with planned programs/activities and innovation in development planning. The dimension of the alignment between planning and performance scored a perfect 10 out of 10, indicating consistency between development targets and institutional performance targets. This study emphasizes the importance of aligning regional and national planning to prevent implementation conflicts. The IPPN serves as a strategic tool for local governments to enhance planning effectiveness, prioritize development projects, and allocate resources efficiently to achieve sustainable and equitable development. These findings are expected to provide recommendations for improving the quality of development planning in Pandeglang Regency.
